They did it that way to make the fence flush with retaining wall from alley side,I would have had it back so it looks good from both sides.The offset to the wall wouldn't bother me.

Id complain about the fence construction,those horizontal 2x6's top and bottom should butt into the post not go past seeing the end grain.Looks like it was done by amateurs,Would drive me nuts looking at that.

The difference between 4-6 is whats left isn't it? 6"=9x 3.14=28.26 4" =4x 3.14=12.56 28.56-12.56=16?So your 6" would have 16sq" for vent.

Mine always have dirt in them. I’ve never added anything to my res. Other then fresh water from my tap which has chlorine in it.

The opening for return air should be 3 times your vent size.I think. So 6",= R squared x 3.14 so about 28 sq inches for passive air in. You'd need a pretty big pipe for your 6" vent to run through.
