With just a pic to work with, it'll be tough to diagnose. From looking at the twisted new growth, it might be a copper deficiency, But without more info there's no way to say for sure.

A track-hoe would complete the job in no time. They're simple to operate, and can be rented pretty cheap. I don't think anybody (at least where I live) would question the installation of a bomb or in some cases a tornado shelter.

Don't over complicate things. I don't even poke holes in the soil, I just sprinkle some seeds on top of it. Cover container, and place in a warm area - usually on top of a cable box - and a few days later out pop the roots. Keepin' it simple.
