    Without question, flowering. Budding plants need more red spectrum light and that's what the HPS does best. That 150W isn't all that much, though. I hope you're not planning on growing more than a couple of plants.

    You shouldn't be giving them plant food yet. Secondly, you're probably overwatering. Don't water until the soil dries out a little. Don't foliar spray either, at least not until they recover. I like to spray no more than once every 3-4 days and near the end of the photo period.

    Go with the 600 if cost is no issue, but I suspect your smallish space will get too hot. Have you thought about how you're going to vent heat? Do you have an air-cooled hood? I think you're going to need one. If you're buying online, check out HTGsupply.

    Dang, tough to say when to flower in such a tight space. Maybe give it a few more inches, then switch to 12/12. Hopefully it won't get too close to the light so as to cause burning, but be prepared to tie it down if it does. It should continue to stretch for a good 2 weeks after switching to 12/12.
