Not at all. Check the sunrise calendar: http://www.sunrisesunset.com/custom_srss_calendar.asp There's plenty of usable light through September. Your plant(s) will finish late in the season, but they'll finish as long as it doesn't get too cold and rainy.

Looks like nutrient burn. I've seen plants burned from a light and it didn't look like that. Really early to be giving nutes too. I don't introduce nutes until week 3 for seedlings and at 1/4 the recommended strength.

You're best off switching to 42W CFL's, or several 23W ones. The 42W bulbs go for around $10 apiece, the smaller ones much cheaper. You need approx. 50W per square feet of grow space. Get the correct spectrum for each phase of growing(veg and bloom). 2700K for bloom, 6500K for veg. You can use...

Depends on how much vertical space there is and how good the light is(canopy penetration). Keep in mind that the plant is going to stretch 2-3x.

Halogen produces a poor amount of usuable light per watt. You're better off using compact flourescents(CFL), or HPS if you can afford that route.

Your seed may have come from a bag of schwag but if you do things right, you'll harvest something dramatically better. Sounds like you have a tight grow going. Good luck.

Sure it can. 5x5 is a good sized space, all you have to do is figure a way to partition it off. You can't do a perpetual harvest without a separate veg and flowering chamber. Not sure how many plants you'll be able to do, but it sounds like a fun project.

Not sure how others will feel, but I think 2.5-3ft is as tall as I'd want to grow a plant with a 400 due to light penetration concerns. You could maximize yield by using SCROG or supercropping.
