all hps bulbs are going to act about the same for flowering and growing.. just stick with hortilux.. they are a good brand...

as far as when to water i personally liked to water within the first few hours of the lights coming on... it gave them a chance to wake up...

my last run was my first hydro run ever...
i used just my veg side.. so the floros and the 2 x 400w hps... to veg and flower...
off of 9 plants i pulled about 4.5 ounces per plant.. it was close to 2.5 lbs total i believe... and they werent near as nice as or big as these are... well...
its only a few of them in the back of the flower room that are doing it.. i think its because its warmer in the back than in the front... i need a stronger fan.. or another fan... to help get more air movement in the back for the next flowering..
i've become somewhat laxed with my grow now... i feel comfortable enough that i dont spend as much time as i should up there... or at least as much time i used to.. i still visit them daily.. but my check ups on them are much quicker than before... i suppose its from repetition and experience...
if it was between the ballast and the bulb.. unless the dimmer can, or they make dimmers that can, handle a 400w+ load if would for sure fry the dimmer.... in no time...
these fans move a lot more air than a computer fan.... think more like leaf blower style.. maybe not quite as much air as that.. but they move a lot...

i wondered the same thing WB.... i think the ballast would still try to pull its full power load as it normally does... the dimmer would just limit the actual amount of power reaching the ballast... but the ballast itself would still be attempting to pull full power.. i dont know what kind of...
i am pretty sure a 400w ballast actually can produce more and uses more than 400ws... i know they have an initial extra surge of power to start... so i think, if i am right, that the 430w bulbs actually use all the power that the ballasts can supply.. they are fine to use... the extra 30ws dont...
tap is generally more basic... which means a higher ph... i dont know if rain water is more or less acidic.. but you may want to consider getting a ph meter to check your ph of the water.. also if your water is high in chlorine you should let it sit out over night...

i love the dimmable ballasts.. these are 240s so adding a normal dimmer wouldnt work... but it is nice that i can adjust the power level based on my needs..

well.. since both of your questions are somewhat related in a way... and i just got my electric bill.. ill answer both at once..
so right now i have everything on 24/0 lighting.. veg and flower both.. since the autos can flower under it they are doing fine with it... this means 2500w's in...
when you transition into flowering you want to cut back to 1/4 strength of all three until you can start to make out bud sites.. they will appear as super light green/yellow growth all over the plant where the flowers will grow.. once you see those drop the veg and start increasing the bloom to...

i start increasing after the first week...
week 1 of transplant i go 1/4 strength
week 2 i go 1/2 strength
week 3 i go 3/4 to full strength.. depending on how well they are growing...
