Hardware stores usually sell them cheap. Usually 4 packs of 23 watt bulbs are sold for under $8.
Where did you get that CFL rule? If you don't mind me asking....
CFLs? Actual watts? It depends if it's self-ballasted or not. If not then you need a fluoro ballast that matches the wattage of the bulb(s). Some are designed to take multiple bulbs, if so you likely need to fill all the slots for it to function properly.
Tea doesn't really work that well. You might get a small buzz. You'd have to chew up and/or eat the stems after steeping them for 30-60 minutes in near boiling water. THC doesn't like water, and most of it stays in the stems. No matter how long you boil it.

Biggest factor is how many plants and how big you grow them. Obviously you could grow more under a 600w. It's not going to make a significant plant-to-plant change.
I've used Schultz 10-15-10, cheap and effective. I've used it regularly at 4-8x strength every other water depending on how well the plants took to it(4 tsp/gal is 4x). Slight nute burns on the weaklings, no big deal.
Hot water bong rips are the best when you're feeling sick.
Cold water makes harsh nasty tasting hits in my experiences. I like suspended ice though, some bongs are specially made for this purpose, and they're awesome!
Otherwise just room temperature water, usually.
