Man I hate when people germ seeds and then expect everyone else to teach them how to grow when they realize they are killing their seedlings. There is like a million threads here that answer every basic question you asked. The quality of grower has gone way down hill here in the last couple years.

I would certainly add some cfls until you can throw some big boy lumens in there. The mylar will show a noticable increase of usable lumens also.

They look stretched out and sparse but that is typical for a severely under lit plant. Cfls are for reading books not for growing plants.

It really varies. I usually run feminised seeds. Usually with regs you get a 50/50 ratio or real close but not always. I started some lemon skunk regs a few weeks ago and got 5 females out of 5 seeds.
