I'm using gavita and nanolux double ended fixtures, always battleing height but they work great. A complete nanolux 1000 watt dimmable double ended is only about $350, less if you look for deals or buy a bunch of them at once. Not very ideal for a tent, but I do use one in a 6.5 ft tall spare...
I have a 600 watt unit using 12x 50 watt cobs and it's the 3000k spectrum. It does have a nice slightly yellow color to it, but much more white than hps. The problem is that the higher kelvin temps have much more blue which has a short wavelength, and it strains the eyes.

Googled LED street lights and this popped up, but it seems people are more upset at their cities choice to use 4,000-5,000 kelvin rather than a lower kelvin. That article says that 3,000 kelvin should be the highest color temperature used.
You will want to add nutrients after the first month or so using any base soil, subcools super soil recipe is very hot in nutrients that's why you only fill the bottom half-third of the bucket so the roots don't have access to it until the plant is mature
When I ran soil subcools super soil recipe with roots organic as the base and roots organic in the top half of the bucket, only needed water all the way through but I'm done mixing soil.
Also, since you're in the Southern Hemisphere you'd better act quick cause the season is well on its way.
You could always run autoflower strains during the spring and fall though.
