you can stake your plants to keep them from falling over, do this with a stick of some sort and a twist tie, but leave the tie loose so it doesn't cut off growth. those white hairs are pistils and means she's begun to flower. you want to use nutrients that are high in phosphorus, but be careful...
definitely get all the light in there. I am growing with CFLs and they do not generate very much heat. the fan should help as long as there is a vent for the air so that it keeps circulating. since you have two plants I would get about 3-4 23watt 6500k (daylight) bulbs per plant.
3-1-3 is great for right now. but watch your plant carefully. different strains respond more sensitively to fertilizers. as a rule it is better to fertilize a little more often, then to fertilize a lot less often.

if you are sayin that your plant is only the second two pictures, then it is a female. those hairs you see are the pistils. males have little ball- like sacks that poke out (the pollen sacks). looks deficient in nitrogen though, although this is not altogether abnormal since she's flowering...
glad you posted this because I get the same little guys! i've been killing them because i wasn't sure and just figured i wouldn't take the risk...good to know!
also, the new growth will continue to grow outward from the plant because it will seek the light....do you have bulbs placed on the sides of your plant? if you don't that would be a good idea to help the lower nodes get better light.
