try a new bulb. if it does the same thing you prob. have a problem with your ballast.
Run your old bulb. feel your ballast with your hand. If you can't touch your ballast because it's to hot. it's the ballast.
Make sure to use the proper bulb wattage for the ballast.

Usually you foliar spray with in the first 20 minutes or so of lights on to insure the Stomata are open.
your 24/0, I probably would of turned the lights off for 6 hours, and then back on to make sure the Stomata were open.

From the top- down I see a Magnesium deficiency, a calcium deficiency. Your roots are staying on the surface of the soil. pH should be 5.4- 6.2 in CoCo Coir. Get a stick and tie your plant up.

IMO- You should use 18/6. The plant has photoreceptors that tell the plant when it's light or dark. It pretty much has a biological clock. It knows it's age. from the light/dark cycles.
Only talking about Short-Day Plants.

I know some one that grows in the moldy smelling basement. There smoke allways has the moldy after taste to it.
