Check the output voltage of the working side first, but an HLG 80 700 should work. It's max voltage is 129 though so it may not be big enough but it would be a little brighter.

A mars hydro 300 is good for flowering 2 small plants or 1 decent sized plant. I had a few runs with the blurple lights before going to COBs. Night and day.
An old stand up freezer or fridge with a single door works best for me. They're already air and light tight and they are normally a little over 4 square feet. Plus, theyre free if you can wait for one on craigslist. Perfect for an HLG185---------- pushing whatever chips fit your budget.
That slight tip burn is normal. I take very good care of my ladies and some strains will almost always get that little tip burn. Also, I'll agree tahat you're pulling pretty early.
What are you starting with? Is this a vegetable garden that you've been maintaining with compost yearly for the past 20 years? Is this an old piece of lawn that will be garden for the first time ever this year? What does your soil look like? Clay? No till? Ever?

Reducing light will encourage stretch. The plant would think that it is living among a bunch of other plants and try to stretch for the sun. Crank the lights up to keep them short and bushy.
What kind of bulbs and how many watts? A backup battery for a computer would work if your setup is small enough. It wouldn't last very long, but it would definitely last a couple of seconds.

I've actually heard that the white plastic is a very good reflective surface. I have used yogurt cups painted white before and they look pretty similar to yours.
