MH is better for your veg stage, hps for flowering. I have seen decent results vegging with HPS and even people flowering with MH though.

Genetics play a huge part as well in any grow. CFL's don't add to the length of time it takes to flower, that is strain and environment dependant, just your harvest amount and bud density will be effected vs say a hps.

I have never understood why people spend so long on a grow only to ruin the final product with methods such as these. Google would be your best bet, I highly doubt you will get much positive info here... Good luck and post any results you do find.

And are you sure they have been actually flowering for 13 weeks? Even for a sativa they look about halfway through the flowering phase.
