If you buy a lux meter just take a reading 18" away from the light and whatever lux reading it says will be the equivalent of 290 umols/m2/s These Par Maps below will tell you all you need to know for growing. I would say round 22-24" for seedlings, early vegging plants This Map below is 12"...

It'll work ok. Probably covers a 2ft x 2ft area About 15" - 18" away for flowering going by their par map. 12" is quite close. 600 - 800 umols for flowering. You can give a plant too much light How many hours of light are you giving the plant?
