Im from so cal, and usually a plant will start flowering late august, early sept. Your plant must be an auto flower. U probably have 7-8 weeks left.
They only sure way to know when it is time to harvest is by checking the trichomes.
The plant will take up P before N during the flower cycle. It has very little use for N at this point.
The fluffy nugs is most likely genetic. Even with very little levels of P, a flowering plant with good genetics will still produce nice beefy nugs.
Ive seen this before... they never produce flowers. The lower branches might, but the top keeps on doing what its doing now. It will continue to grow leafs in a clustered manner.
I removed the top, and the lower branches produced some decent nugs.

Big hole, good soil, lots of amendments... like mushroom compost, fish bone meal, blood meal, crab meal, molasses, aloe... compost tea, seed sprout tea, straw, and many other good stuff... like mycorrhizae, and urine... :)
Give me some seeds, I will grow them out. If they are as good as you say they are, I will employ you. You can come work with me in a field of thousands of plants... SERIOUSLY.
