Dog in my neighbors yard crying/barking since last night...

I'm not sure what to do in this situation.. My neighbors don't speak English and I don't speak Spanish, so there's really no way for me to tell them to check on their dog (not like it would be effective anyway, as it's chained up to some steak in the ground with 3 or 4 of them right on the other side of a small fence, the dog is clearly visible and they can hear it from where they're at). It actually woke me up this morning at 7. It's been barking so long it sounds hoarse, like a person does after a day at an amusement park or something.

What should I do about this?

Give it water? Find a translator? Idk man, the dog across the street from me barks all day and i feel like unhooking it, driving it 2 hours away, and letting it go. It's a bird dog so it barks so loud and annoyingly

Unhook it while your neighbors are gone. Or feed it. This kinda stuff is hard to see for me. I'm not really an animal person but I hate seeing pets being treated like that. I'm sure there is someone you could report them to.

Okay get a .22 rifle, get 5 condoms, climb up to your roof, put 1 condom over the tip of the barrel, aim right behind the ear, squeeze the trigger and repeat until dog stops barking. You may need more fire power but at 20 feet you should be okay.
If that fails get a .40 cal hand gun, knock on your neighbors door, when they open the door put 2 rounds in the chest and one in the head, walk through the house, open the back door, and give the dog some water

Let me know how it goes..

Edit: Whatever you do don't call aspca, nobody likes a snitch

My puppy cries and barks when I take my other dog for a walk and leave him at home

Still the dog shouldn't be chained up to a stake in the ground.
The owners should be forced to take care of that

fuck the ASPCA ... they get wrapped up in redtape sometimes and the dog stays in the shitty situation. Id just take the dog away from the dude.... odds are hes not gonna call the cops .. everybody wins.

I called my local pd about an hour ago and the lady transferred me to some animal control line, left a message. It said they'd send a letter to the neighbor, and if the barking continues for 10 days (10 DAYS!!) call again and they'd take care of it.

Dude, that dog could die 3 times in 10 days...

It doesn't look hurt, but it sounds hoarse as fuck, it can barely bark, it's just like a shallow muffled weak bark at this point.

Okay this is what youre going to do. Walk over to the neighbors, knock on the door and say "¿Es tu perro está bien? que está ladrando. Estoy preocupado por ella. ¿Se necesita el agua?"

If they say "vete a la mierda!" then pull out a .40 cal pistol, put two in the chest and one in the head, pick up your shell casings, walk to the dog, give it water, unhook it and say "Usted es libre! Ahora ejecute antes de que llegue la policía!"

I'd print this out or whatever you want to say and take it to them.

Su perro ladra todo el día como necesita agua. ¿Está bien?
(Your dog barks all day like it needs water. Is it ok?)

Then if they try and speak with you in spanish say, "No hablo espanol" and point to the paper.

If you'd rather say something else you can go here:
http://translate.google.com/ and get the translation and print it and take it to them and then just keep repeating the no hablo espanol and pointing to the paper you handed them.

I'm sure many people havent recovered from the raping at the hands of their daddy/uncle/commanding officer. If your implying that I have been raped by my daddy/uncle/commanding officer, then you can pound sand in yo vagina. Rape is nothing to joke about
