did you try to germ them? i've had several purchased seeds that i would have discarded if i harvested them myself, but they usually pop anyway. i go by the squish test. if you squeeze a seed between your thumb and forefinger and it doesn't crush, grow that bitch.
some strains just give odd seeds. i'm actually growing some seedsman nemesis that i sat on for almost 2 years because the seeds were huge, very light, and bumpy/malformed looking. if they weren't in a breeder's pack i wouldn't even recognize them as cannabis seeds. i germed 2 of the 5, one made it and one didn't. the one that made it is a couple weeks old and healthy as hell. first few sets of leaves were deformed but she's really taking off now.
i hear you on the shitty looking seeds, though. it sort of leaves one with the impression that the breeders are just pumping out seeds with no quality control. but i'll attempt to germ any seed that doesn't crumble, and i have a very high success rate, even with the dud looking seeds. good luck.
