tiny white bugs with wings ? (photos included)

Hey guys, been having this issue with bugs the past month or so with my indoor grow. Plant is 10 days into flowering but the problem surfaced weeks earlier during veg. They're white, tiny and they fly around everytime i try to keep them off. They also leave white tiny spots on the upper surface of leaves, which are sticky at the touch when you squish them or remove them. Have to say though, in spite of all that the plant has grown tall and healthy. It's come to a point where they're swarming though so I would really appreciate any help identifying the buggers so i can take care of the problem. Did my best to take snapshots (these dudes are really small)

Are there ants present on the leaves or soil? Ants will guard and care for aphids in return for the honeydew (a sweet excretory product) they produce. Ants protect aphids from weather and natural enemies and transfer them from wilted to healthy plants. In this way the ants ensure their source of honeydew, which they use as food. Ants obtain honeydew by stroking, or “milking,” the aphids.

Uhm. Looks to be inside under lights. Even if it was aphids which it's not, there would have to be a colony nearby inside his house ants don't just show up wherever aphids are.

On more careful inspection, the fuckers do seem to chill under the leaves when I'm not handling it but they're much fewer in number than what a quick google search usually shows.

Still sounds like whiteflies. Do they fly around if you slap a leaf that you see them under, or no flying? --if no flying, could be thrips? Don't those chill on the undersides of leaves?

they definitely fly around when i shake the leaves or handle the branches. don't some aphids grow wings though ?

Also, I was brushing up on remedies for infestations and a lot of them consist of spraying the leaves (insecticidal solutions). Won't dampening the leaves cause mold though ?
