I do find Popov to be the cheapest way to get to the clean flavor of pure neutral grain spirit. La Cadena is the local brand if ten-dollar vodka. It has a bit of liquid hacksaw in it that isn’t in Popov.

I'm sure the people at the state department know how to cut a deal using the traditional carrot and stick. Military items would be frowned upon and China has a lot of other things it can export, but the Russians will pay dearly and still be crippled.
