Time please or it wasn`t said. They parked the car and ran through yards so hitting him with the car after is out. There is no chance in the video of hitting him with the car, one chance to corner him and block him with it, but the kid saw that coming and went into the street.
I ditched so many cop cars running in my time and know this to be the case. Have you ?

Yes, "we`ll get him", "fuck this guy" and "watch it",...like things are no indication of deliberate intention of running him over,...get him was for the passenger to get out, which he did not. If the passenger was fit and able, he could have jumped out and got him right there. No chance of getting him with the car exists but it`s in the title,....baiters will bait.

At 15, the kid is on the other side of the crosswalk, the car is just making the corner, 16 and 17 shows how being that close to the car leaves no chance to get hit by it, the kid simply out turns it and heads the other way, I`ve done it a donzen times and it works every time. " Go for it, go for it", is the driver telling the passenger to jump out and get him because cutting him off or hitting him is out before the car turns the corner., had the car been turning the corner before the kid got into the street, they could have cut him off or run him down, but that was, is not the case.
Stopping and jumping out is what I would have done. Getting him with the car is out. The passenger did neither. Prolly fat and slow.
