Why would the National Weather Service need to purchase large quantities of powerful ammo? That’s the question many are asking after the federal agency followed in the footsteps of the Department of Homeland Security in putting out a solicitation for 46,000 rounds of hollow point bullets.​

A solicitation which appears on the FedBizOpps website asks for 16,000 rounds of .40 S&W jacketed hollow point (JHP) bullets, noted for their strength, to be delivered to locations in Ellsworth, Maine, and New Bedford, Mass.​
A further 6,000 rounds of S&W JHP will be sent to Wall, New Jersey, with another 24,000 rounds of the same bullets heading to the weather station in St. Petersburg, Florida.​
The solicitation also asks for 500 paper targets to be delivered to the same locations in Maine, Massachusetts and New Jersey.​
The National Weather Service is is one of six scientific agencies that make up the National Oceanic and Atmospheric Administration (NOAA).​
The solicitation requires a response by August 21.​

The NWS is following its federal counterpart the DHS in securing large quantities of ammo. Back in March,Homeland Security purchased 450 million rounds of .40-caliber hollow point bullets that are designed to expand upon entry and cause maximum organ damage, prompting questions as to why the DHS needed such a large amount of powerful bullets merely for training purposes.​
As the Business Insider notes, hollow point bullets have been “illegal in international warfare since 1899.”​
The DHS is also planning to purchase a further 750 million rounds of different types of ammo in a separate solicitation that also expires on August 20, including 357 mag rounds that are able to penetrate walls.​
The DHS recently put out an order for riot gear in preparation for the upcoming DNC, RNC and presidential inauguration. The U.S. Army is also busy buying similar equipment.​
The DHS also recently purchased a number of bullet-proof checkpoint booths that include ‘stop and go’ lights.​
The federal government is clearly gearing up for the likelihood of civil unrest on a scale that could outstrip what we’ve already seen in countries across Europe.​
While the establishment demonizes the second amendment in light of recent mass shootings and legislation is prepared to ban the sale of large quantities of ammunition online, the federal government is acquiring ammunition at levels necessary to fight a full scale domestic war.​
UPDATE: The Washington Post now reports, via a statement from NOAA spokesman Scott Smullen, that the original solicitation contained a “clerical error” and that the “solicitation for ammunition and targets for the NOAA Fisheries Office of Law Enforcement mistakenly identified NOAA’s National Weather Service as the requesting office.” This still doesn’t explain why hollow point bullets, designed to cause maximum organ damage, are needed for shooting at paper targets. Was the delivery of the bullets to the NWS a cover for them being transferred somewhere else? It’s entirely possible given the sordid history of Fast and Furious, a federal government program under which guns were sent directly to Mexican drug cartels.

Hopefully this means that more responsible, trained men and women will be carrying sidearms in the public setting.

It's kind of silly that the writer of the article goes out of their way to highlight the fact that the ammunition is hollow point. All ammo that is intended for self defense in close quaters is hollow point lol. The whole point is to stop the threat immeditally and not to just piss them off with a clean pass through with little internal damage.

I don't have a clue why they are buying ammo, especially the NWS, but all things considered... the amount they purchased isn't very high at all. You can easily burn through 500-1000 rounds at a shooting range in one day.

1) talking about the weather
2) shooting the shit. Hollowpoints have good splat factor.

The National Weather Service says it is not intending to arm its forecasters with high-powered weapons and ammunition — no matter how hot, cold, wet or windy it may get.
A purchase order issued Thursday seeking to buy 46,000 rounds of ammunition for use in National Weather Service offices in four states, including hollow-point bullets designed to cause extensive damage on impact and “frangible” ammunition used for close-quarter shooting when ricochets are unacceptable, actually was a “clerical error.”
The ammunition and 500 paper targets, according to the National Oceanic and Atmospheric Administration (NOAA), are intended for the Fisheries Office of Law Enforcement.
“Due to a clerical error in the federal business vendor process, a solicitation for ammunition and targets for the NOAA Fisheries Office of Law Enforcement mistakenly identified NOAA's National Weather Service as the requesting office,” said Scott Smullen, deputy director of NOAA Communications & External Affairs. “The error is being fixed and will soon appear correctly in the electronic federal bidding system.
“The ammunition is standard issue for many law enforcement agencies, and it will be used by 63 NOAA enforcement personnel in their firearms qualifications and training,” Mr. Smullen said.
The Fisheries Office of Law Enforcement protects marine resources and their natural habitat, ensures that many people can enjoy the resources, protects fish stocks from depletion and marine mammals from extinction, and oversees the livelihoods of commercial and recreational fishers, and the health of seafood consumers.
The agency’s jurisdiction spans more than 3 million square miles of open ocean, 85,000 miles of U.S. coastline, and 13 National Marine Sanctuaries and Marine National Monuments. Its agents and enforcement officers work out of six divisional offices and 53 field offices throughout the U.S. and its territories, with its headquarters in Silver Spring.
The pending buy was outlined in a purchase order dated Aug. 9, naming the solicitor as the National Weather Service. It called for 16,000 rounds of ammunition of factory-loaded .40-caliber, 180-grain jacketed hollow-point ammunition for its offices in Ellsworth, Maine, and New Bedford, Mass., and 24,000 rounds of ammunition of factory-loaded .40-caliber, 180-grain jacketed hollow-point ammunition for its office in St. Petersburg, Fla.
The order also seeks 6,000 rounds of frangible .40-caliber, 125-grain ammunition for its office in Wall, N.J., and 500 paper gun-range targets.
According to the purchase order, the NOAA National Weather Service intends to conduct an online competitive reverse auction by a third-party auction provider, identified in the order as FedBid Inc., which has developed an online, anonymous browser-based application to conduct the auction.
In May, NOAA withdrew a $5,000 purchase solicitation for a magician to show up at “the Magic of Change,” a two-day training conference for agency personnel. Organizers had originally wanted someone who could transform “magic and [principles] of the psychology of magic, magic tools, techniques, and experiences into a method of teaching leadership,” according to a lengthy contractor solicitation. It took only four minor mentions in the press before the ad was yanked.
