Why does this plant look like this

im a first time grower and one of my plants looks very odd its looked this way its whole life i have other plants that i started at the same exact time and used the same exact soil & nutrients & lights the other plants look great yet this one looks like it has a genetic defect or something wonder if somone can shed some light on why its growing like this

, take a pic under normal light cant see much, but looks like its half dead, probs bad genetics or maybe over watering / to much foliage spray mix with wind tearing at the weak wet leaves maybe ?

ive had a seedling start out all fucked like that once, after about 6 maybe 8 weeks it finally started to grow past 3rd set of leaves and turned into a strong fast growing indica that keeps on hitting the lights

What strain is that. I had a couple Randy Wayson Og's by Ript Genetics that were shitand looked like tthat

I know exactly what that is, it's fubar.
