White flies 2 months into veg

Hello all I'm growing outdoor in az. I have noticed there has been quite a few white lil flying bugs. Looks like white flies please help. I've tried neem oil soap water but not really much help anyone gave any advice

How do I get rid of permanently... traps only seem temporary or to try to control them but what will get rid of them
