Why are leaves looking like this?

Have some plants outside growing from clones. I’ve had a lot of bug issues, they look like tiny fungus gnats, very small black specs with wings. Two weeks ago I made the mistake of spraying the plants with a mixture of water, cal mag, and dawn dish soap not even thinking that it is a detergent and not a soap, and after spraying them the next day I thought they were all done for. The leaves dried up wilted and turned brown. They started bouncing back after a few days though and I removed most of the dried foliage as new green growth came in. I still have these damn bugs, I tried lady bugs, but ehhh. They all pretty much disappeared. I sprayed a neem oil mixture and that helped a little but I still see them. Now on some new growth I’m seeing leaves curling and wilting, like shriveling and wrinkling.

Any thoughts on what’s going on?

Fungus gnats? Or aphids? They lay little yellow eggs under the leaves.
