Which is best, 400 hps with extra cfl's or 600 hps alone? less energy used

Diana May I recommend on future grows you try out a scrog/ vertical scrog. Or a sog.
In my opinion thats where 400's can have the chance to shine as the above mentioned techniques penetration isnt as important.
