If you're looking for a more affordable option than the TT-105s simpsonsampson mentioned, then high output T5s are a great way to go. I have one 4ft T5 strip and a few handfuls of CFLS (2 26 W bulbs for each plant, one of each 2700k and 6500k). The T5 cost me about $30 for the fixture and bulb, replacement bulbs are about $15. CFLs are about $8 for a 3-pack of 26W bulbs, and you can pick up a few clamp-on work lights with reflectors for under $10 each. I used Y splitters ($2) in these clamp on fixtures that screw into the bulb socket and allow you to put 2 bulbs in one fixture. They're awesome because they're easy to move around (just clamp it wherever you want it), inexpensive to buy and don't use a lot of electricity.
I love my CFLs, but I REALLY love my T5. It's been running constantly for a month, and never even gets so much as WARM to the touch. That means I can put it right on top of my plants without having to worry about burning them (CFLs can get pretty hot, though. I've burned my arm twice already, and one plant =( ).
