Furthermore intent has been morphed into a crime. If you look at the history of law you will see that intent was used not as a crime but a justification of the penalty.
i.e. Having sex with a girl that is 16 that told you she was 18. There was no intent.
You would still have to have sex with the 16 year old with intent to have sex with a 16 year old to get the punishment. The intent to have sex with a 16 year old and talking to a 20 year old is not a crime - I dont care how you slice it.
These laws have morped into whatever suits them. Just like the police force could focus their attention on investigating legitimate sex crimes that have happened. Instead they "look busy" to the community by setting people up instead of solving the open cases that they have sitting on their desks.
