yes, what you're talking about is called lst, or low stress training, and it's a great tech to help increase your yields... but tying them down, you're replacing the dominant top growing top, and moving the plants hormones so that the rest of the plant is also now considered a atypical meristem, or dominant growing top..
doing this will help to beef up what other wise would have been lower popcorn buds.. it also allows more light to get to the lower parts of the plants, which also helps to increase yields..
