not incapable, but at a disadvantage due to america's history which has de facto segregated minorities of all sorts into areas of lesser opportunity.

a program like affirmative action which aims for (but does not actually mandate) greater equality of opportunity is an invaluable tool in breaking the cycle of america's less than stellar history.
