I'm afraid it's either an all or nothing sort of thing. You can't legalize public nudity but tack on stipulations like 'no breastfeeding in public', that would be contradictory as well as absurd.
Serious question, why couldn't someone just look away if a woman was breastfeeding their kid so as not to get offended, if something like that would offend them?

I'm not saying walking into a restaurant nude, teaching a kindergarten class with your cock hanging at the students eye level and filling cavities in the buff.. I'm talking about going topless in the middle of summer in your own backyard without having to worry about getting arrested, walking on a beach, feeding a kid, pissing in public, etc. all without having to worry about some bullshit legal consequence for an obviously non sexual act. Most women who breast feed do not even have a full single breast showing while they do it, and I personally don't consider it nudity, as the nipple is covered by a baby's mouth and head.
I think most people see breast feeding on a differ level than full blown nudity.
The first reason I say no is sanitation. The human body is covered in disgusting shit (literally) all the time, some more than others. Cloths help to keep most of that shit on their body, and a barrier between it and myself.
