Strange leaf mottling/coloring

I've got one of three plants about 30 days from seed that is showing some weird color patterns/yellowing on the leaves.

I don't think its a deficiency/bugs/pH because it has been there from the very beginning and I've taken measures against all of that. I've included a picture of the plant around day 15, you can see the slight smudging/mottling/discoloration on the lower and upper leaf. In the more recent picture you can see it on the big fan leaf and the new growth.

Roots Organic Original Potting Soil, transplanted into 5 gallon containers about 10 days ago
H&G A+B EC .6, they were on tap water until first feed today
Seeds from Nirvana, Nicole x Banana Feminized
Light is 200w COB DIY about 30" away.
Plants have been sprayed with Captain Jacks Spinosad twice cause I thought it was possibly leaf-borers or something
It's been a bit dry lately but mostly temps have been stable mid 70s with 50-60% RH

My question is, could this discoloration be a mutation or phenotypic thing? the leaves have looked a little weird and fluffy and just odd on this plant since the start. the other two look a little different from it and identical to each other.

Other than that the only thing I've seen is TMV and I don't know how it would be there unless it was from the seed itself and that seems unlikely/TMV is still unproven in cannabis.

IDK what do you guys think?
