Sad thing, at this point in our society, most of what I would do, I would classify as socialism. Not financially, but in terms of knowledge.
I would cut funding to all government contracts regarding weaponry and war costs regarding offense. I would maintain the DoD.
I would reallocate much of the funding of the war to funding of technological research and development, specifically targeting energy and the cosmos. My first projects including high efficiency batteries so that we can begin to transfer our transportation resources to fully renewable and electric (giving off no harmful emissions), and large scale energy harvesters, such as tidal or solar.
I would attempt to change the mindset of the working US class from business to science.
I would reward those who sought to continuously gain and spread knowledge, while punishing those who attempt to restrict any spread of knowledge.
Essentially I would try to unite the species with a common goal, which is the continue to progress towards becoming sustainable.

i believe he is calling forth the spectre of the leaders of plato's republic. they were to be idealized perfect men with no faults or character flaws who could use absolute power without abusing it, for the good of the city/state/nation while still adhering to core principles.
