I don't like the reasoning behind that little sign demanding tips & it would cause me to break a golden rule of mine,which is to tip 20% to 25% depending on the variables,a kid handing me a $3 coffee gets a buck period,but a man or woman "serving " me & humbeling themselves to be polite,even when they've had a rotten day,now they deserve a good tip no matter what their hourly pay is .
Why should customers be expected to make up the difference in a living wage via tips instead of the employer?

They are not incentivized to give false recognition. Since other companies doing the same kind of things would be allowed to be in the same business, (in a free market) they recognize they would be cutting their own throat if they tarnished their own reputation due to the possibility of losing market share to a competitor who customers preferred.
Alternatively, a government holding a monopoly in a given area doesn't need or want customer feedback, since they hold a forcible monopoly.
