plants arent going to come out identical all the time you have 2 similar pheno and 1 shorter 1. either that or the shorter 1 was/is being stunted some how, but more likely to be just genetic deviation

This... The more worked a strain is, usually the more consistent the plants will be when you grow from seeds. But keep in mind, any time you are growing from seeds, each seed will produce it's own plant. They may be very similar or very different from the other plants you get from that same package of seeds. Only way to get identical plants is to grow using clones
