It has to do with net worth. In a population where the majority have no net worth, they are serfs and those who have net worth are lords or nobles. In ancient times land = net worth, now it can be anything. If one has no net worth then they are forced forever to work in order to survive and any excess worth is always removed from the serf by the lords.
