Please help before I get electrocuted.

greetings I started my grow room about a week ago and I did not notice this until just now when i touched my relector and was slightly shocked, it appears my entire setup is carrying electricity through it! The ballast is shocking, the reflector is shocking, the fan cooling the reflector is shocking and even the duct tubing is shocking, now my common sense tells me something is greatly not right with this setup, and that its an electrocution waiting to happen.

Can someone please tell me what would be causing this. Also i'm probably going to be calling an electrician as the problem is probably attributed to the fact im growing in my garage which has old circuitry and wiring. What should i ask my electrician to install, primarily for safety? I want the grow room on its own ring, and i want it to be safe, but i'm unsure of exactly what i should be asking him to install. Also what do you think the price for all of it would be.

You have a ground problem, check the house ground via water pipe or ground rod, but there's your problem.

If your in the US (Not sure how others power cords are) you need power strips and extension cords that have three prongs on it. The round one is ground. Some cheap cords do not have a ground and some people break off the ground spike when they have outlets that are not grounded. If that is good, then your outlet is not properly grounded. It having three holes for a plug DOES NOT mean the outlet is grounded.
In the US at most hardware stores you can buy a outlet tester (looks like a plug with no cord) that will show any faults in each outlet it is plugged into.

This is a VERY dangerous condition. You want to rectify it ASAP for your safety.

thankyou for the advice. its setup with three prongs. yes, this is too dangerous for me to deal with so i'm just gonna unhook it, put my plants under my cfls for a little longer and call an electrician in.
