Looking at the structure of your grow, the plants aren't getting much light so they're not creating a lot of leaves and branches. Instead, they're growing very tall.
First - even out your canopy by supercropping the tallest stems.
Second - spend $25 on a light meter and get the top of your canopy to 800-1000µmols (about 60k lux, depending on the grow light)
Third - do not remove any leaves. On one hand, hacking off fans leaves is, arguably, in many cases counter productive. You need to spare them all because you don't have any to spare (English is a weird language, eh?).
