Knew this would happen. Unless you vote the changes into law they will screw with the program endlessly.
Biggest change is lowering plant count to 6 plants and making it private residence not apartments.
Also the big one. Governor wants the tax money. Locals would loose the 10% part of the pot tax.

Told ya so.
 
So the house side of the bill reduces plant count to 6 per property and drops concentrates to 50% which is stupid as that means no more pure products as they will have to cut it down. The Senate version keeps 6/12 and splits medical concetrats and adult use but keeps the local taxes local.

Politics and sausage making. 2 things you really should watch but do not

I disagree on CA for the win. They taxed legal right out of existence for the most part and drug killings for pot is a thing again.
