Ok so.. this is pretty much my first successful growing plants since i started about 4 months ago and im having a little problem right now and cant think of anything at all for it.. Ok both Plants are around 45-47 days old since sprouted and my smaller one in pic used to be about a inch and a half taller than my taller one in pic when they were around 6-7 inches tall. Ever since i transplanted them into a bigger pot about a 2 and a half weeks ago. Ok so now my plant that was bigger has 2 giant 5 leaves that were drooping straight down but slightly better now but it hasnt moved 1 inch in 2 weeks literally look at the difference in plant sizes when the taller one now is younger.. Ok so my friend said i overwatered it.. i haven't watered it in a little over a week now and still drooping like hell. Ok so he says it might have been dramatized from transplanting?? not for 2 weeks straight with no growth.. please yall seem to know alottttt more than me please help me with some suggestions i want my own beautiful bud!!!! :-|

The former smaller plant was perhaps appearing smaller because it was either growing roots or perhaps even root bound. Now that you've adjusted their growing space, the one that was taller, is busy growing roots to fill the new space . . . thus the seeming slow down, while the other is simply allowing what roots were already there to spread.
Make any sense? I'm just theorizing, but have a degree in gardening.
You are likely doing the right thing keeping it/them on the drier side of things. You want the roots seeking water, not resting in it.
Most plants hate wet feet.

They look like they may need to get more light. They slowing in growth may be attributed to being root bound. I think that it might have gone into shock too after transplant which isnt uncommon.

One thing you may want to consider doing is using Super Thrive in your next few waterings.

take that foil down, get more lumens in that box, and feed with some 10-15-10 and you should be fixed up, those plants looks healty, the only thing is that should have taken no longer than 1 month for that size.

That is a fluoro tube light. The t5+ variety are good for growing but hard to find good bulbs under 4ft. If you have the room to accommodate 4ft tube lights and dont have higher wattage cfl's available to you than it would work fine. But if you can find higher wattage CFL (ie. 60w+ actual wattage) you will be able to fit more lights in thus improving your production.

Super Thrive is a substance that helps encourage root growth and is known to drastically help deal with transplants/stress/sickness. You can buy a small bottle for $10-15 at a hydro store or online. You might even be able to find it at a non-home depot nursery/supply store.

thanks man. hey well i only really have the money (as of right now) for 2 42 watt CFLs u think that would be good enough for 2 plants at a time? its all i want for personal. i looked into it and it would be like having more than 6 of the lights i have on it right now :D

personally i dont think 2 42watt cfl's is gonna be enough to get good production out of 2 plants unless they're tiny... and be careful with those nutes or you might make the problem worse!......

actually my friend found me a good deal last nite on ebay :D so ima be getting a 150 watt hps for 50 bucks all set up.. that would be good for a 2-3 plants right?

150W HPS? good for 5-6 plants probably? ;-)
(seen more under a single lamp - but I don't use HPS)

When I transplanted my plant from crap dirt to great soil, it sat for a week... week and a half maybe? no real growth.. then it took off like a weed.... (no pun intended.)
