noob here, do all light set ups need Ballasts?

No, some come with a built in ballast but it will need cooled further due to it being built in.

Yes they both need ballast. Ballast is the transformer that allows the lamp to work at high voltages and provides the direct current and preffered wattage.

Try ebay.

so if it didnt use the ballast it wouldnt work properly? i will check ebay, are they cheap?
