Need Light Advice!!!!!!!!

So I bought a 400watt HPS from a guy a few years back. My friend said the wire looks unsafe and could start a fire. I want a place to live more than i want a bit of smoke so please help me!!!!!

Just missing the ground? As long as it's on a circuit with a breaker, and you can keep the splice dry, I'd use it. Beats nothing, or not enough light.

pretty sure youll be alright just tie that green ground wire through one of the holes on the reflector. or unused screw on the bottom of the lamp socket.
 
Looks like it's just a ground wire came of the reflector as bubble said. However I would get that ballast checked out before use, epecially if it's been unused and sitting up for a while.
Condensation and rust can reek havok with electricals, I've seen electrical goods burnout and catch fire after being stored for long periods and even short periods, especially if they are moved to cold rooms while they are still hot. Better safe than sorry, good luck with it.

If you're unsure about re-connecting the ground, and if the overall condition of the light is questionable, take it to an industrial lighting store or an electrician, they'll fix it for about $25.00

If you decide to do it yourself, make sure there is no stress on any of the wire connections, and everything get a wrap of electrical tape.
No sharp/rough edges that can cut/scrape, near wires.

Be safe have it looked at, also if you can pop the cover off the ballast do it, people have pets and the hair can build up and start a fire inside, if it has a cooling fan do this for sure on all used ballasts.
