What is considered to be a "mature" plant?

havent found out since 2007? anyways, ide say preflowers and a veg time of like 5-6weeks

Thanks because i was thinking that "mature" might be fully mature to the point that you could, chop, dry, and smoke the bud. But than again it could be "pre-flowers" make it "mature" or maybe as soon as it shows signs of flowering

Legally mature is a plant that is budding. Like 3rd or 4th week of 12/12
