Its okay... when you see more than one thing like this growing out of one point, than its something wrong. But keep eye on it.

How long after first appearance do they properly present themselves?

Usually males show 100% in flower

They show when they show and before that you might see the odd weird one which means wait longer.

You need to flower really, preflowers dont always come out in veg especially if its short.
