Its an all around win.
I also think if they went this route, dealers should only be fined and the fine based off how much they were selling. Not off what they grew, but the sale that got the busted.
Police wouldn't really bother with busting them unless they were massive dealers but in all honesty, the market for weed would vanish anyway.

1 cops would have to prove you were selling not just point out you had money scales and weed in your possession.
2 cops would not give a shit to even investigate

So nobody that gets busted for selling is ever ratted out by a "trusted" person or a person that is threatened by police to reveal his source eh?
You are advocating laws which allow government to artificially manipulate and influence free trade as well as condoning an unnaturally influenced price structure... why am I not surprised ? Your plan sounds like a "jobs program" for cops, jailers, bureaucrats, lawyers and other parasites that cling to the nanny state.
Your hope is to use the gun of government to improve your lot, which is a bad policy and ends up creating unintended consequences.
Government should butt the fuck out of weed, period. Should potatoes also be legal to grow and illegal to sell? Tomatoes? Which other forms of government protectionism will you endorse Prohibitionist?

Well, if it was legal to grow and posess, and illegal to sell the commercial market would be gone over night. Blackmarket sales would continue but only until the first legal crops arrive. After that the price will drop alot. Why buy weed when you can grow your own? Alot more growers would pop up. Supply goes up and demand goes down.
Well, there will be plenty of people who will not be bothered with growing. They would rather pay. Then it becomes a matter of at what price would you rather just keep it yourself... I dont see it ever dropping much lower than 5 bucks a gram for quality.

There will be plenty of people who would rather buy than grow their own. There are plenty of people right now who have significant others or children who don't know they smoke and even with legalization they will prefer to keep it that way.
