i think the HE3030 are a dearer chip than the 2835 but not as efficent, cree's blurb says the HE3030 has best in class corosion resistance and is meant for high performance industry applications in extreme conditions.

its a moving target, will be best in 3030, but right now their 2835 is the best midpower, but I expect, both products will continue to improve in 2020
