We're not forced to have it, there are no "show your papers" laws.
However to vote we are required to prove we are who we are claiming to be.
Seems fairly common-sense.

It does to me. Would it surprise you to know I have to show ID to vote. It works like this. All registered voters are on a big list at the poll. You go in with your ballot and tell your name. You show your ballot, with your name,
the volunteer finds your name on the list and marks a line across it, and you take the ballot into the booth.
You tear off the part with any identification and vote in secret.
Anyone can show up and toss in a voting slip even if their name is not on the list. But, they have to put their name on the list, no ID asked. Those votes don't count. They have to be checked against the registar of voters.
And they don't even bother to do that unless the real vote is very very close. It is the same with the absentee ballots. They simple don't count actually. And the proportions are considered to be the same, and they are counted later.
This is why I say we can't count votes or voters. And it is why, I really don't think it matters if just anyone present, could vote. Too many millions of us to matter.

OTH, where this is very important, is to have a strong registrar at the County level. Most Counties are small and all Counties and Parishes are the bottom unit of self rule. Towns come and go, populations shift and shit back, but the County remains.
Most Counties have a couple of families that are running the show and they cannot have, just anyone vote.
But, in small County populations, everyone is more or less known. So that balances.
And as I said when it grows to hundreds of millions of voters and Trillions of votes on every level of self rule, who care if a few strays get in, here or there? Some lady voted 15 times for Obama and bragged about it. She was jailed. So that balances.
Would it surprise you to know, I think things are designed to be dynamically stable over here in Self Rule and it works quite well?
