Realistically change is a hard thing to do. Everyone resists change to some degree or another and so it is hard to even get a small group of people to change even small things is work. The president does not have as much power as he seems to.
If I was dictator I would get rid of many of the executive branch departments created by the government. Drug enforcement, Education, etc. As president they would have to be phased out as thousands of people would be losing their jobs.
The easiest thing would be to go through all the executive orders and eliminating all the BS paperwork. Then trying to do that for business. Streamline regulation and let the states handle it if it is not necessary at the national level.
That would cost almost nothing and be a big help to the economy and jobs.
There are a lot of other things but again, change is resisted by everyone and you have to be responsive to the people if you are president. (well, you should be)
