I've been involved with medical marijuana magazine for about 4 years, I can tell you from experience it is NOT an easy row to hoe. It's VERY expensive to produce a magazine that is worth reading... WICKED expensive to produce a magazine with pictures on decent paper. These things really don't "sell themselves", it takes a long long time to develop a decent reader base and through this time you have issues like "we printed WAY too many copies and they aren't selling fast enough.... we are going BROKE!"... "what the hell are we going to feature for this issue?"... "I've been editing for HOURS and I'm nowhere near done".... "how come all of my writers are illiterate? shit they can't spell OR put together a complete sentence!"
I'm not saying you have a bad idea... I'm just saying that producing a quality magazine is a tough job, that being said... good luck!
