I was told 2 teaspons of Citric acid per quart for Newly rooted small clones as a foliar spray... What about for bigger plants and spraying the inside of a tent? Same amount or more Citric acid?

That is already stronger than I normally mix it
Your basically changing the ph to stop growth which is why some people use milk

Citric acid is a contact killer so you want to use enough to kill on contact without damaging the foliage of the plant. Some plants can take more than others. With cannabis anything over 2 tsp brings the potential for foliar damage. With small rooted clones I would not go over 1.5 tsp and then do a small test and wait a day.

The key word is acid and any acid can burn if the concentration is too strong.

If you're treating PM on young plants there are probably better options. Citric acid works but It's probably best used on later stage plants where you have no other option when plants are in flower and you don't want to contaminate the flowers with chemical or oil based sprays.

Good luck.

It could possibly be an environment issue too, it's better to stop what's causing mildew then it is to treat it. Also your lighting setup will dictate what type of environment you can run anyway. I know you can run it hot and kill the mildew or significantly slow it down with LEDs but if you try it with HID bulb it's way to hot. How large are you cutting the clones? If you cut em big enough you shouldn't need to dome it and that can help keep mildew away too.
