I run those wick bases a lot and have best results by keeping them full at all times and encouraging roots to expand into the bases. I fill them as soon as first leaves are out and careful not to disturb the wick/root connection once started. I only top water if it's extremely dry or to feed, back when I ran organics.
It takes the guess work out of watering...they always have as much as they want but not more than the soil can hold.
I added airstones for better oxygenation and feed through mine using Jacks 321 from a hydro res. To avoid issues it's best to keep organics out of the base though.
