HELP! white tips on my plant

Hello,
Im very new to growing and over the last week and a half i've been parenting my new Skywalker OG plant and all was well until about yesterday evening when i noticed the white tips.

I thought it was WPM and swabbed it w/ a wet qtip but nothing came off

It almost looks burnt in a way but it isn't yellowing

Ive had a humidifier on, and have only been watering, and a day after i saw the white tips i put in a fan thinking it was wpm.

Blend of coco coir, peat moss, and vermiculite (jiffy, organic seed starter mix)

First i was using tap water and it was actually fine 8.5 ph then i switched to spring water at 6.5 and the next night it happened.
Im using cfl bulb at 30 watts that i bought from home depot that has switchable settings. Ive been keeping it on the seedling stage.

Ph fluncuation, keep a steady ph
